The Central Government has issued comprehensive guidelines for establishing and operating Authorized Vehicle Scrapping Facilities (AVSFs) in India. These facilities cater to vehicles that are no longer valid under the Motor Vehicles Act or those voluntarily sent for scrapping by owners. The AVSF model promotes eco-friendly vehicle disposal and a compliant vehicle dismantling ecosystem. Authorization for setting up an AVSF is granted by the respective State or Union Territory (UT) government.

Understanding the following terms is essential when dealing with vehicle scrapping: ● Authorized Scrapper: A legal person, company, firm, society, or trust operating an Authorized Vehicle Scrapping Facility. ● Authorized Vehicle Scrapping Facility (AVSF): A government-authorized setup for scrapping and dismantling vehicles as per the official guidelines. ● Deposit Certificate: Issued by the AVSF to certify the transfer of vehicle ownership from the registered owner to the authorized scrapper. ● Vehicle Scrapping Certificate: Issued by the AVSF confirming the final scrapping of a vehicle. The scrapper must retain this certificate. ● Scrapping Yard: A designated area where dismantled vehicle parts are stored and processed.
Step 1: Vehicle Submission

Step 3: VAHAN Database Update
Vehicle details will be updated in the VAHAN database, and an online scrapping request will be submitted to the Regional Transport Office (RTO).
Step 4: Certificate of Deposit
A Certificate of Deposit is issued to the owner, which may be used to claim benefits or incentives on purchasing a new vehicle, as per government policies.
Step 5: Residual Value Compensation
The AVSF will compensate the owner for the scrapped vehicle's residual value.
Step 6: Digital Scrapping Certificate
Upon completion, a digital scrapping certificate will be issued.
Step 7: Scrapping Yard and Collection Centers
AVSFs must have scrapping yards and collection centers for proper dismantling and de-pollution of End-of-Life Vehicles (ELVs).
