Understanding Plastic Waste Management
India generates massive plastic waste every day. If not managed responsibly, this waste creates environmental hazards, choking landfills, polluting oceans, and affecting health. To control this, the Indian government introduced the Plastic Waste (Management and Handling) Rules, 2011, and later, the Plastic Waste Management Rules, 2016. These rules aim to: - Promote recycling and reuse through circular economy principles - Allocate waste management duties to urban local bodies, gram panchayats, waste generators, and brand owners - Ensure responsible disposal and encourage innovation in waste handling Key responsibilities under these rules include: - Recyclable plastic must be sent to authorized recyclers - Non-recyclables should be used in road construction, energy recovery, or waste-to-oil initiatives - Thermoset plastic must be processed as per CPCB guidelines - Waste processing by-products must be managed per the Solid Waste Management Rules, 2000
Plastic Waste Management Rules, 2016 – Snapshot
Applies to plastic bags, packaging, multi-layered plastics, and brand owners. Waste generators must now segregate plastic at the source, hand it over, and pay user fees. Introduced Extended Producer Responsibility (EPR) – shifting the responsibility of managing end-of-life products back to the producer.
Step 1: Registration of Entities
All entities in the plastic supply and recycling chain must be registered.
Step 2: Stakeholder Registration Requirements
Producers/Brand Owners: Register with SPCB/PCC (or CPCB if operating in 2+ states).
Recyclers/Processors: Must register with SPCB or PCC before starting operations.
Manufacturers: Must register if producing raw plastic for others to use.
Step 3: Standard Operating Procedure (SOP)
Manufacturers and sellers must submit six-monthly reports with details of raw material purchases and sales of plastic products. These are verified by SPCB/PCC and forwarded to CPCB.
Step 4: Annual Report Filing
All recyclers and processors must file an annual plastic waste report to the local body (copy to SPCB/PCC) by 30th April each year.
Duties of Producers under EPR Compliance
- Create and submit an EPR Action Plan to CPCB/SPCB, detailing plastic types, quantities, and collection strategy
- Implement the plan via internal teams or tie-ups with local bodies/recyclers
- Keep full records for quarterly and annual reports
Duties of Local Bodies under EPR Compliance
- Set up systems for collection, segregation, storage, transportation, recycling
- Channel recyclable plastic to authorized recyclers
- Ensure zero open burning, community awareness, and involvement of civil societies
Duties of Gram Panchayats under EPR Compliance
- Manage rural waste through segregation, transportation, and proper disposal
- Send recyclables only to registered units
- Conduct community awareness programs
What is EPR (Extended Producer Responsibility)?
- Extended Producer Responsibility (EPR) makes it legally binding for producers to collect and process plastic waste generated by their products.
- Rooted in the “Polluter Pays” principle, EPR ensures that companies are not just selling products—but taking ownership of the environmental impact.
- Under EPR, producers must:
- - Design a plastic waste management action plan
- - Collaborate with municipalities or private recyclers
- - Submit half-yearly progress reports and sales data

EPR Post Compliance – What Needs to Be Done
- 1. Half-Yearly Report Submission: Every PIBO must submit a state-wise report within 15 days of each half-year. This includes:
- - Plastic waste collected, processed, and recycled
- - Supporting documentary evidence from recyclers or processors
- - Proof of compliance with EPR targets
- 2. Sales Data Reporting: Submit detailed product sales information to the relevant State Pollution Control Board (SPCB) or Pollution Control Committee (PCC) for traceability and reporting alignment.
