What Is E‑Waste Export?
E‑waste export involves shipping discarded electronic items—computers, ICT equipment, audio‑video gadgets—abroad. It requires prior approval from the Ministry of Environment, Forest and Climate Change (MoEF) and the relevant State Pollution Control Board (SPCB).
Regulatory Framework
India’s e‑waste export is governed by the Hazardous Wastes (Management & Handling) Rules, 2008 and E‑Waste (Management & Handling) Rules, 2010. The Basel Convention and Customs Act 1962 also apply.
Key Enforcement Agencies
Permissions and compliance are overseen by: ● Ministry of Environment, Forest & Climate Change (MoEF) ● Central Pollution Control Board (CPCB) ● State Pollution Control Boards (SPCBs) ● Directorate General of Foreign Trade (DGFT) ● Port & Customs Authorities
Benefits of Authorized Export
● Resource Recovery: Monetize precious metals and plastics. ● Legal Compliance: Avoid penalties and illegal shipment risks. ● Environmental Safety: Ensure responsible disposal and prevent pollution. ● International Trade: Tap global markets for e‑waste materials.
1. Documents Required for Export License
● Export License/Permission Certificate from MoEF
● No Objection Certificate (NOC) from MoEF
● Consent Letter from relevant SPCB
● Prior Informed Consent (PIC) from importing country
● Movement Document (Form 6)
● Records of all export consignments
Steps to Obtain Export License
1. Submit application of intent to MoEF.
2. Establish physical presence in India.
3. Obtain MoEF NOC and SPCB consent.
4. Secure PIC from the importing country.
5. MoEF notifies SPCB, Port and Customs authorities.
6. Attach Form 6 with each shipment.
7. Maintain detailed export records.
Validity & Renewal
MoEF NOC remains valid until SPCB consent letter expires. Renewal timelines vary by state; exporters must monitor expiry and reapply promptly.
