An MSO is an entity—individual, firm, society, association, or company—that aggregates multiple local cable networks or satellite feeds and delivers encrypted digital TV signals via local cable operators (LCOs) or directly to subscribers.

1. Individual Applicant
Identification proofs (Voter ID/Aadhaar, DOB certificate, PAN, ITR), ₹1 Lakh Bharat Kosh challan, residential proof, CA‑signed net worth certificate, P&L and balance sheet, authorization letter and ₹10 stamp‑paper undertaking.
2. Existing Cable Operator
GST & Entertainment Tax registration, list of local cable operators, ground/local channels, mandatory & satellite channels, signed broadcaster agreements.
3. Non‑Cable Operator
GST/Entertainment Tax registration or application receipts, provisional registration affidavit on ₹10 stamp paper, challan & fee receipt.
4. Association or Body of Individuals
Registration deed, member ID proofs (Voter ID/Aadhaar, DOB, PAN), CA‑certified net worth, balance sheet & P&L, ₹1 Lakh challan, authorization letter and undertakings on ₹10 stamp paper.
5. Company Applicant
Incorporation certificate, company PAN, directors’ PAN & DOB proofs, CA‑certified net worth, balance sheet & P&L, ₹1 Lakh challan, AOA/MOA, authorization letter, updated ITR, ₹10 stamp‑paper undertaking.
Process for Obtaining an MSO License
1. Complete the online MSO registration form on Broadcast Seva.
2. Attach digital copies of all required documents.
3. Pay the ₹1 Lakh processing fee via Bharat Kosh and download the challan.
4. Prepare an undertaking on ₹10 stamp paper and provisional affidavit on ₹100 stamp paper.
5. Send hard copies of the challan, undertakings, affidavits, and fee receipt to the Ministry via speed post within 15 days.
6. Track application status on the portal and respond promptly to queries.
