Step 1: EPR Authorisation Process
As per the Plastic Waste Management Rules, 2016:
- Collect and arrange the required documents.
- Submit the application through the Centralised EPR Portal of CPCB.
- SPCB/PCC authorities review and validate documents.
- Application is processed within 15 days.
- If no action is taken within the stipulated timeline, auto-registration may occur.
Step 2: Consent Certificate (CTE & CTO) Process
Before setup:
- Apply for Consent to Establish (CTE) under the Air & Water Acts via your State Pollution Control Board (SPCB).
After setup:
- Apply for Consent to Operate (CTO).
Process:
- Submit application with documents to SPCB/PCC.
- Site inspection by designated authority.
- Inspection report analysis.
- Certificate is issued based on findings.
Step 3: Factory License Process
Mandatory for all plastic processing units.
Steps:
- Submit application with layout plans, MoA, AoA, and other required documents.
- Site inspection by Labour Department’s Chief Inspector.
- License approval based on inspection.
Step 4: Compliance Requirements under PWM Rules
All Plastic Waste Processors must:
- Be registered via CPCB's centralised EPR portal.
- Only associate with CPCB-registered PIBOs.
- Issue verified plastic waste processing certificates to ensure EPR target fulfillment.
- Upload accurate data on plastic waste collected, processed, and sold (with GST details).
- Participate in EPR credit exchange with PIBOs.
- File Annual Returns by 30th June for each financial year.
- Not deal in banned Single-Use Plastic (SUP) items.
- Operate within approved capacity; excess is not eligible for PWB certificates.
- Follow all PWM Rules, including CTO and pollution control requirements.
- Ensure all submitted information is true—misrepresentation may lead to 1-year debarment.
Step 5: Role of Pollution Control Boards (SPCB/CPCB)
SPCB/CPCB are responsible for:
- Registering PWPs, PIBOs, and others involved in plastic waste management.
- Inspecting and auditing facilities.
- Publishing annual compliance status of non-compliant PIBOs.
- Analyzing municipal waste to monitor plastic content bi-annually.
- Collecting processing and annual return fees.
